Facts: AZ law says that English is the official language, and that government employees and officials must "act" only in English when performing their jobs.

Posture: Suit in state court.

Issue: Does this violate the constitution?

Holding: Yes.

Rule: When any law restricts speech, even for a purpose that has nothing to do with suppression of communication, we insist that it meet the high 1A standard of justification.

Reasoning: This cuts off government communication with thousands of constituents.

Also, there's a difference between promoting English and repressing other languages.


Dicta: A desirable end cannot be promoted by prohibited means.
